I have a Leclerc 4H counterbalance loom. The harnesses do return to their original positions when the treddle is released, even w/o being warped. So I can describe how the harnesses are attached to the rollers: Beginning with the top roller, the cords are wrapped completely around once so that the cord circles the roller and hangs down in front of and behind the roller. This is done on each end. My loom has a larger circle of wood that surrounds the roller on each end and this is where the cords wrap. The two smaller rollers are attached to the ends of the hanging cords. Then the cords that hold the harnesses are wrapped around these smaller rollers just like the upper cord on the first roller. I would wrap the cords in a similar direction to each other, but I am not sure that makes a difference. I am not sure if this description will help. Have you checked the length of the cords--are the harnesses hanging too low or high? The heddle eyes should all be even as you compare them from harness to harness. And they should be level with the top of the breast beam and warp beam. Also-have you checked the tie-up and lamms under the loom to see if any part is catching on another when it should not?
