Counterbalance loom, upper and lower roller cord set up?

This is concerning my counterbalance four shaft loom. (1971, Fanny).
Problem is that once I remove my foot from a treadle(to lower any 2 and raise opposite 2 shafts) the shafts remain in their raised and lower position. The only way to get the shafts back,(positioned all together), I have to tap or the next treadle. I can't figure out how to wrap all the roller cords so that the lowering and rising of the shafts is a smooth roll. I have wrapped the cords in different ways and can't seem to figure it out.
Is there a proper wraping for the rollers?(clockwise, counterclockwise). Is it normal for it to behave this way?
Could it be one of those personal loom quirks that one just has to adjust and accept?
I have downloaded the Leclerc Warp and Weave, but it doesn't say much about this.
I have also ordered new cords hoping this will solve the problem.
The loom is not dressed yet. If it was dressed, would that make a difference in the sheds lowering and raising on their own?
