Eureka!!! I tied up the other two treadles(make shift-cords just for now until my new ones come in) and what a difference. Also, I can't believe that I didn't notice with my eyesight, one of the upper roller cords was one inch longer than the other. By luck, I lenghthened the other by the so called buckle making sure the 4 shafts lined up by the factory markings on the upright bases. (By the way, I wrapped the upper and lower cords around the same way). I can't believe it. All the shafts return to base fine. Well not a hundred percent with the make-shift cords, but I am so pleased. I hope all this information helps others out there who are a little bewildered as I was.
