Joanne has extremely good instructions about how the different looms work. Follow the links, and read all about countermarche tie ups.
Does your loom have two sets of lams? If so, then when you set the levels, the jack pins should be in place. These are pins through the pieces of wood at the top loom that the cords are tied to. If you don't have such a thing on the top of the loom, first look at the pictures and identify the type of loom you have. If you can tell people what type of loom it is, they can give you some help.
