fringed hem

I have made a heavy buffalo-checked wool coat with a knotted fringe hem. I'm wondering if anyone has any tips on how to twist the fringe and then set it so it will stay...even if I have to clean it. I used starch which seems to work ok...though i'm guessing that will come out with dry cleaning. I'd appreciate any advice...I've been unable to find any direction on-line.
