First off, unless the loom is in really really bad shape, $250 is a good deal. Second, know thy loom. :) There are some parts that can be replaced easily. Others can't. Look at the condition of the wood. Is it warped? Cracked? Otherwise damaged? If so, you're royally screwed.
Do large parts look to be damaged? Those are expensive. What about the metal parts? A little rust is probably fine, but lots is bad. Stuff that can be fixed/replaced easily: Harnesses (the things that go up and down). Heddles (metal wires with loops in the middle). Reeds (metal comblike thing in the front). Anything cloth. Can't think of more off the top of my head, but if you want to take pictures and send them I'll look at it.
