I would try running small rods through the two hooks on the treadles, and attaching the tie up cords to those. I have a similar sort of arrangement on my loom and it works quite well. The thing is to put something (a stopper maybe) on the end so the rods don't fall out. You could also replace the hooks with eye bolts, which would also help hold the rods in place. The length of the cords shouldn't matter all that much. Another thing to consider though is that if you have a counterbalance loom (which I suspect you might, as you only have hooks for two shafts), then you'll want to warp up a sample to see what kind of shed you'll get with 3 against 1. I find I get a pretty good shed that way, but I do need to account for more waste warp, as I can't let the cloth get as close to the beater bar as I normally do.
