Having just finished a preliminary course in weaving on a floor loom, I first recommend weaving lessons. Check out the closest guild in your area to find out who's offering lessons. Sometimes I found there was so much to take in, my head spun.
I just bought a floor loom - used - but solid - and I searched through material to consider the different types of looms available, such as jack, counterbalance, countermarch (even saw some nice computerized types though never considered any for the fact that I am a beginner weaver).
There should be a library at the guild nearest you, so that down the road you'll be able to review a lot of material, chose patterns to weave, etc.
When you're involved in your lessons, you'll be considering the type of weaving that initially interests you and this will guide you to your choice of loom (along with your weaving instructor(s)' advice).
