Are you certain it was manufactured? This tape loom looks as if it may be hand-made. The pegs on the side look to me as if they are for tying heddles.

Since the "shaft" holding the heddles is fixed, this may be basically a rigid heddle loom where half the warp threads go though a heddle and the other half go between heddles to be lifted manually. The "warp beam" may be any fixed object like a door knob. I bet the woven belt goes though the hole and around the "H" and the peg at the left is a tentioning device.
