At Home Depot, contractor's paper. It's a large roll of heavy brown paper 36" wide. Works nicely.
Barbara, I also like to use lathe strips, sanded smooth with rounded edges, light weight (as wood goes) and work for narrow to wide weaving widths on my loom.
