You are wise not to use corrugated. Because it crushes, it cannot be re-used with a different width warp.

You could look for a packaging materials store in your city. They would be likely to carry big rolls of brown kraft paper, the kind of stuff heavy paper bags are made of. Rental shops that cater to weddings often sell big rolls of white paper as inexpensive "tablecloths."

Some weavers in my guild use rolls of heavy wallpaper (not pre-pasted!). Close-out rolls can be quite inexpensive, though wallpaper may not be wide enough for a big loom.

I personally much prefer lathe sticks to paper. I find it much easier to wind on -- no telescoping! They never wear out and, cut to the width of my warp beam, they are always the right size.
