Please provide a transcription so the term can be viewed in the proper context. His mill could have produced only warp. He could have supervised the equipment that plied the yarn into warp. The equipment could have been powered by coal or water. It could have been poor house, prison, or child labor that he supervised. So, if you can provide a more complete transcription and the location of the mill it will give a better indication of the full meaning of the passage and possibly the name of the mill, or the identity of the mill owners.
