Greetings,
I work with challenged adults of all kinds. Try Cookbook Weaving I by Amy S Aspell-requires a simple rigid heddle loom. These are usually available on ebay-for not very much. ($35 or less is what I would pay.)
Weaving for Beginners-by Jessie Rubenstone gives a really simple popsicle stick rigid heddle loom that you can make, yet the projects and the building instructions are first class.
Weaving Handcraft-15 simple ways to Weave-by Marthann Alexander covers simple hand made rigid heddle, looper weaving and card or tablet weaving. All first class methods of producing wonderful items with all kinds of embellishments such as beads. These three booklets are usually the least expenive to buy, yet provide a lifetime of weaving challenges. BTW- since he used to do bead work, have you considered macrame? Many macrame projects use the larger wood beads and he may take a liking to something familiar yet easier to handle. Try some of the online bead stores like Shipwrecked beads which have large art glass beads, such as African, Venetian Art glass, there's figures, animal shapes, fantasy shapes of all kinds that are fabulous. If you need anything further please feel free to email offlist.

Proverbs 31:13 "she seeketh wool and flax and layeth her hand to the spindle."
