There is three ways of doubling a weft that I can think of. Winding the shuttle double as you mention; using two shuttles wound with a single weft each (sometimes used when a weaver needs to keep the wefts orderly, important when the weft shows--maybe not for inkle weaving);and then there is a third way of picking up the second weft which is sitting at the side of the loom with the shuttle and going back into the shed and ending up on the same side you start each time. This puts a looped joining of the two wefts somewhere along the way inside each shed, and requires some attention to be neat and tidy. The first way is faster and probably what you would need. the third way is fun for color changes w/in each shed along a shifting line. Hard to express this clearly.
