I'd be afraid to use hot water on any fleece. I've never used alpaca but if it were mine I wouldn't. I know putting wool in the freezer should take care of the bugs. As you're carding and spinning it the bugs will fall out.
Gee, your brother-in-law got anymore? I've tried to contact people to get some on this discussion board but they don't answer. Let me know how it turns out, cleaning, spinning etc.
