First of all, take it apart and oil EVERYTHING, oil every moving part on your wheel every hour or two while spinning.
Play around with the drive bands, they may be too tight or too loose, either way would cause your yarn not to load onto the bobbin. The bobbin should move freely, and the pullys should move in tandem, but not spin freely by themselves. Antique wheels are nice to look at, but often not easy to use, often they are warped or loose and wobble, good luck.
